As disciples of Jesus Christ, we are commanded to obey the laws of the land we live in as citizens, and to pray for those in power. We must seek peaceful conditions in which to practice our worship: 1 Timothy 2:1-4; and be obedient to ruling authorities, Romans 13:1-7; 1 Peter2:12-15. However, the laws of the land may conflict with the law of God. It is our duty to always represent and serve the principles of God, cp Acts 4:19.
We have no King but Christ, no government other than that which he presides over: Isaiah 9: 6-7 Therefore we are in effect strangers and pilgrims on the earth because the world follows flesh while the believers follow Christ, 1 Peter 2:11 and our citizenship is in heaven Philippians 3:20.
